Webb Estate and Upper Woodcote Village Conservation Areas Appraisal and Management Plan Consultation

The Council is currently undertaking a review of the Webb Estate and Upper Woodcote Village Conservation areas. 

What are the proposals?

The Council has recently undertaken a review of Webb Estate and Upper Woodcote Village Conservation Areas. Following this review, the council is proposing to adopt:

  • A new Conservation Area Appraisal and Management Plan (CAAMP) as a Supplementary Planning Document
  • Inclusion of 31 buildings of interest on the council’s Local List of Buildings of Architectural or Historic Significance

What is Conservation Area Appraisal and Management Plan and Local List?

The draft Webb Estate and Upper Woodcote Village CAAMP is a planning document that will be used to guide development in the area. It has two parts: the Appraisal describes the historical development of the area and identifies its special character, and the Management Plan sets out strategies for managing the area in the future in order to preserve its character. The document will be relevant to anyone who has an interest in the area and owners interested in making changes to their property, as well as those involved with development in the conservation area or its setting.

Alongside the new CAAMP, proposals have been prepared for additions to the Local List. While these buildings may not meet the national criteria for statutory listing, they add to the local distinctiveness and heritage of the borough, and their local value therefore deserves preservation under the Local List.

The Draft Webb Estate and Upper Woodcote Village CAAMP and Proposed Local Listings are available to view and download from the Council’s website: http://www.croydon.gov.uk/heritagenews Paper copies of the documents will be available to view at Croydon Libraries during opening hours throughout the consultation.

Representations can be submitted by using the following methods:

  • Email: the representation form to [email protected] using the subject heading: ‘Webb Estate and Upper Woodcote Village Conservation Areas Consultation’
  • Post: the representation form to Spatial Planning Service, 3rd Floor, Bernard Weatherill House, 8 Mint Walk, Croydon, CR0 1EA with the reference: ‘Webb Estate and Upper Woodcote Village Conservation Areas Consultation’

Please ensure your representations are received by the Council by Midnight Thursday 2 October 2025.
