New plans have been published for the Sandrock site on Shirley Hills. The original application was submitted in May 2020 and received 124 local comments. All 124 were objecting to the plans, no supportive comments were received. Since then the application has been under consideration by the council. What has now come to light however is that the plans have been altered in that time and have only recently been published. The new plans have not resulted in a new application though, so there is no new opportunity to submit comments to the council. Officers are recommending that the application is APPROVED. I am opposed to these plans. Whilst I agree that the site needs development and currently is sitting idle, I feel that these plans are a significant overdevelopment of the site and impact too far on the neighbouring residents.I also feel that the plans do not respect the character of the area and will cause parking issues. There are a significant number of more technical issues which have been included in submissions to the planning department as well.
If you have not seen the plans, both the old and new ones can be viewed here:
I have queried this with the Planning department and they have informed me that because, in their opinion, the alterations to the application improve it over the original plans and that the external size, shape and location of the buildings has not changed it does not meet the threshold for a new application. Personally I disagree with this approach and would have wanted local residents to have the same opportunity to comment as on the original but the application will now proceed to committee this Thursday with no new consultation. I am sure that this will be raised and considered at the committee meeting and I hope the committee see fit to defer the application to allow for a new consultation period.
Prior to the committee meeting officers will prepare an 'addendum' report which will include any NEW comments submitted by the public. You can send any new comments you would like to go into this report to this email address: development.management@croydon.gov.uk and quote application number 20/02136/FUL

IMPORTANT NOTE - CORONA VIRUS (COVID 19) Planning Committee INVITATION Scheduled Planning Committee – 25 February 2021 – starting at 06:00pm,
Following on from statements made by the Prime Minister and advice offered by Public Health England, the Council continues to adopt a proportionate and responsible approach to the current pandemic, whilst recognising that it needs to continue to deliver statutory services as required, including the determination of planning applications by the Council’s Planning Committee/Planning Sub Committee. In accordance with the Coronavirus Act 2020 and the subsequent Local Authorities (Coronavirus) Flexibility of Local Authority Meetings (England) Regulations 2020, the Council is now in a position to organise and manage “virtual” meetings. The date of the next scheduled meeting of the Planning Committee is 25 February 2021.
Viewing and listening to Planning Committee/Planning Sub Committee
Prior to the current restrictions coming into force, Planning Committees/Planning Sub Committees operated as meetings “held in public”, with members of the public and agents/applicants invited to attend (in person) and to contribute as part of the process in accordance with the Council’s Constitution. This is no longer possible and we have now reviewed our processes and procedures to ensure that “virtual” meetings are able to take place, with the public invited to attend and take part “virtually”, albeit subject to available technology.
To join the meeting and listen/view proceedings, you need to paste the following web link into your web browser.
The link takes you to the Council’s ‘calendar of meetings’ webpage. On the calendar, click on the relevant Planning Committee meeting at the specified time (outlined at the top of this letter). You should then be able to see a link to the live broadcast of the Planning Committee meeting that will allow you to view/listen to proceedings via a range of devices (personal computer, laptop, tablet or smart phone). Please note that whilst we endeavour to publish the link as soon as possible, the broadcast link might not be available until the day of the Planning Committee. Consequently, it is recommended you check the website for the link and test that it works 5 minutes before the meeting’s scheduled start time. We have worked hard to ensure that the meeting and the decisions taken are as clear and transparent as possible. You can view the officers’ report and recommendation on the Council's website by visiting www.croydon.gov.uk/planningcommittee .
The report and recommendation will be on our site for viewing from Wednesday of the week before the meeting. The recommendation for this application is P. Granted with 106 legal Ag. (3 months).
Thank you
Cllr Jason Cummings
