Bourneview crossing to remain closed until at least August 2026

Croydon Council and Network Rail are working closely to explore the future of the Bourneview crossing in Kenley. Given the tragic accidents that have occurred at this location, it is essential that the new safety measures will reduce the risk to the lowest possible level before reopening.

The crossing was due to reopen this month with enhanced safety features. However, due to ongoing discussions, including with residents who have expressed reservations on the plans, the council has decided to extend the temporary closure to August 2026. This will enable a full examination and consultation to take place on whether to close the crossing permanently or reopen with appropriate safety features.

Note for information

We’ve had several people ask ‘why not just shut it now’ and I wanted to outline why there is an extended temporary closure of the crossing.

The path over the railway line is a public right of way (PROW). Closing a PROW permanently is a formal legal process and cannot be done without clear justification and public involvement.

For a PROW crossing a railway otherwise than by tunnel or bridge (such as a level crossing), a permanent closure can be made through a rail crossing extinguishment order under Section 118A of the Highways Act 1980. 

Before any decision is made, evidence must be gathered on how the route is used, safety issues, accessibility (including impacts on disabled users), and the availability of suitable alternative routes.

Any proposed closure must be publicly advertised, with residents given at least 28 days to comment or object. If objections are received and not withdrawn, the order must be submitted to the Secretary of State for confirmation, which may involve an independent decision by a Planning Inspector (potentially following a public inquiry).

A route can only be closed once this process is completed and the order is confirmed.
